@Elijah_Andrews @practicingdev When teams think resource efficiency is more important than flow efficiency, they agree, "X can do Z fastest so we'll all work on something else. When X is done with Y, X will work on Z" (i.e, they agree who will lick the cookie by optimizing around the task rather than the goal)
